Group Explains Reasons Sylva is Nigeria’s Best Petroleum Minister

The Minister of State for Petroleum Resources, Chief Timipre Sylva has been rated as the best performing Minister of Petroleum for ensuring landmark transformation and sustained Growth of National Nigerian Petroleum Company(NNPC) Ltd .

The northern based Nigerian Energy Accountability Forum (NEAF),which gave reasons for picking Sylva said it is important to identify and acknowledge leaders, who have performed and delivered on mandate of public office.

According to the group, for example ,the recent signings for laying of Gas Pipelines from Nigeria-Morocco and Algeria are project initiatives that requires commendation .

“The Project is aimed at monetization of Nigeria’s abundant natural gas resources will help generate additional revenue for the Country; diversification of gas export routes, and eliminating gas flaring.” It added .

In a press Statement issued and signed by the Coordinator, Engineer Ibrahim Mohammed Biu ,the group which revealed this said President Muhammadu Buhari’s choice of Chief Timipre Sylva as Petroleum Minister was the best decision made by his administration .

While commending the Minister for the efforts made to ensure local sufficiency in refined petroleum products with the first phase of the rehabilitation of the Port Harcourt Refinery at advanced stage of completion , it said failure to recognize performance and capacity of individuals who have done well is largely responsible for bad leadership .

“We all know that the ongoing rehabilitation of Port Harcourt refinery, if completed next year will boost internal supply, create more jobs and enhance economic development “.It stressed .

It however said the decision of the Minister to increase crude oil production to 3million barrels per day (mbd/d) with commencement of operation of the TotalEnergies’ Ikike Oil Field, in Port Harcourt, Rivers State is a right step for development .

The group in the Statement also noted that: “The signing of PIB into on the 16th of August 2021 introduced important changes to the governance, administrative, regulatory and fiscal framework of the Nigerian Petroleum Industry.

” The bill (Section 54) proposed that the Minister of State, Petroleum, Timipre Sylva and the Minister of Finance should incorporate the NNPC Limited and determine the assets and liabilities that will be assumed by the new entity and this was swiftly done .

“Another milestone is achieved by his leadership is the Ajaokuta–Kaduna–Kano Natural Gas Pipeline is a pipeline planned to transport natural gas from Ajaokuta, in Kogi State to Kano, in Kano State, through several states and urban centers, as part of the Trans Nigeria Gas Pipeline. Construction of the AKKP commenced in July 2020

“The 614km-long natural gas pipeline, will result in the establishment of a connecting pipeline network between the eastern, western and northern regions of Nigeria.

“It also aims to create a steady and guaranteed gas supply network between the northern and southern parts of Nigeria by utilising the country’s widely available gas resources.”

MAINA DIDN’T JUMP BAIL AS ALLEGED; Eye witness reveal encounter

Being an investigative Journalist with a combined 27 years of experience, I always had the urge
to fully understand if those bandits around the Kaduna, zamfara, katsina and Sokoto axis were actually Nigerians or imported Mercenary bandits from Niger Republic or Chad. My quest
took me to sokoto, Kebbi and entered Niger Republic, through a town called Kamba where I
spent a night, so as to ask about the terrain.
Armed with my Passport, and with the help of vehicles that travel daily in between Nigeria and
Niger, we traveled almost the whole day to get to Niamey which was my first destination.
It was after I had secured a place to sleep, then I decided to visit any nearby clinic or hospital a quest that took me to the Military Hospital to see a Doctor due to the symptoms of Malaria that
had been over the last few days, been making me weak with pain in different joints of my body.
It was at the reception of the Military Hospital that I saw the famous Dr Abdulrasheed Maina with some aides. I approached and introduced myself where I realised that the two aides were
actually security officials from Nigeria. We got into talking about the situation in Nigeria while we
await the registratiprocesses.
As a freelance journalist, I was privy to most of the inner circle information regarding Dr Maina’s
travails and later got to know his health challenges, but the opportunity to see him physically
was mind blowing.
It was there I saw the referrals he got from a prominent hospital in Nigeria. We talked about the fact that we don’t have one single Hospital in Nigeria that has the equipment, Foreign doctors and genuine medicine to tackle simple ailments. They had fully registered him and called out his name to proceed for vital signs. I was to later on
meet with the Doctor on call after Maina had been fully admitted and inquired using our (Media)
technical skills to get credible information, and the doctor on call sat and told me that their
preliminary check up indicates that Maina was actually living with life threatening conditions which require him to undergo multiple surgeries that were dangerously degenerating.
If the public may recall, Maina was diagnosed with several life threatening ailments, tumors in multiple places, sudden Loss of hearing Cardiovascular issues and knee issues, from the
University of Abuja Teaching Hospital.
These serious life threatening conditions as i later found out had earlier been communicated to
the Authorities Concerned thus the assistance given him to travel.
This is someone who cannot walk unaided which gave rise to the urgent need for him to be fully checked and treated. The Tumors that are growing had some blood exiting his left ear, yet he
could not even be entertained by those concerned, which as I was to later to find out was the
reason he was advised to immediately travel and treat himself then return.

Lest I forget, Upon getting back to the reception i realized that his aides seemed to be looking
like they were in a hurry to leave for the Airport and return to Abuja, it was at that particular moment I fully realized that some powerful individuals must have flown him from Nigeria to Niger Republic for the urgent surgery due to his deteriorating health condition.

All these findings kept me curious and wanting to know more about this Man and what we have been seeing and hearing in the Nigerian Mainstream media. Upon confirmation, that he was offered to be
flown to either the military hospital in Chad or Niger Republic for a fast surgery, he opted to go
and be alive first before he could stand trial, a request he knew could never have been
approved due to the open biaise being shown to the public against him during his trial.
A plane was provided that transported him to Niger republic accordingly. Arriving at night, he
was taken to the hospital where i met him. I lurked around and found out that series of tests
were carried out on him in preparation for the surgery.

After spending three days, I decided to visit him at that hospital. On that fateful day the news in
Nigeria was agog with vituperations threatening fire and brimstorm on the distinguished Senator who
stood for him as surety. At that juncture, I wondered what Maina’s Lawyers were actually doing by allowing that to happen. On Maina’s first day in court, the judge said ” Registrar please advise the defendant to stop looking at me, and when his counsel further enquired why, the judge said
“because I have a wife and children, whom I have to protect”. Lets Leave this my short investigation for some other time.
Upon getting the news of a warrant of arrest issued by the same judge on Maina, i
decided to speak to him about it, where he expressed shock and disappointment at what the Judge did knowing fully well that Maina is sick and and has been seeking for
lmedical attention even before he was arraigned. Facts available.
Dr Maina then made some calls and after the call, even though he was a free Man and could
easily have taken a flight out to anywhere, or seek shelter with the numerous Niger Republic politicians that were with him at the Hospital, but to my utter shock, Maina looked me in the eye and said that he will travel back to Nigeria without continuing with the surgery. I personally went with him to his hotel room where we talked at length and he
asked me to find out where the Niger Police Headquarters was, which i did. He packed up his bag and we all took off to the Police Headquarters to see the interpol department staff, where he introduced himself and waited for them to reach out to Nigeria. So I don’t know where the seemingly Intelligent Nigerian public got their distorted information that Maina actually ran to Niger with the intention of Jumping Bail. and even went ahead
to spread wrong information to other gullible Nigerians without taking the necessary
steps to confirm the truth.
I believe this might have happened because the distinguished Senator was remanded, not for
his fault but ostensibly to put pressure on Maina to go to court.
To roll back, during one of Dr Maina’s calls to Nigeria, while I was with him, I heard him insisting on going back to Nigeria and saying “Can anyone PinPoint to what I did wrong? They just want
to ridicule me thinking I will talk and expose the rot in the system, but unknown to them, it’s a
buried part of my life and I will never bring it back”
The op Government Functionaries whose names I will not mention that, actually advised him on phone to stay in Niger but coded, untill the uproar is over, really amazed me for being part of the same people castigating maina in the media glaringly, (Nigeria My Country) Am also glad
that Dr Maina refused to stay and opted to return to Nigeria.

The story went on and on even as I learnt that he was even declared wanted which was
unnecessary. I cry for Nigeria our Country. When are we going to get it right? After waking up from my slumber, i remembered the primary assignment that led me to travel in the first place, and that’s my quest and urge to find out more about the Bandits, but this urge
diminished due to my fear that all the data I collected before the start of that trip confirmed the conclusions so many Nigerians have.
The more we look as ordinary Nigerians, the less we understand, Thus my reason for lying low for a while and bringing this story out after a year so that I wouldn’t be charged with obstruction of trial.

On my way home, this information continued to send shivers down my spine. So Maina didn’t run to Niger Republic to evade justice, but heeded to advise of medical Consultants who felt his life was in danger.
What do they intend to achieve? Created trumped up Charges and worked it out with a willing judge just to keep him incarcerated and silenced completely or what? Only time shall reveal the truth. Some events in the world are better left for history, but it is ourresponsibility as citizens to open
up and tell the truth.

My personal conclusion based on confirmed facts available to me, is that of how gullible we are as a people to always fall into their trap.

Finally, to most Nigerians including myself whom before now castigated him anywhere discussions about him were brought, we can see the truth. I have all the records photos and
facts at my disposal, based on confirmed documents that Maina is indeed a National hero who sanitized the pension sector and recovered trillions of Naira for Nigeria. This was what endeared him to
Former President Goodluck Ebele Jonathan GCFR who worked with him
closely due to his exceptional performance in the recovery of funds and
restructuring the Pension Sector, and being the first to personally design the biometric database, currently in use and now suffering from it as a result.

My next quest is an investigation into where they kept all the Recoveries Maina carried out for Nigeria during this administration and the last one, which the former Minister of Finance and
coordinating Minister of the Economy (Dr Ngozi Okonjo Iweala) and the current Attorney General and
Minister of Justice of the Federation (Mr ABUBAKAR Malami SAN), both confirmed to the
National Assembly that Maina Made recoveries and some of the funds had been injected into the economy. I believe that Nigerians would like to know where the funds were kept and how the funds were expended. I also believe that, the Nigerian People would like to know the REAL WHOLE
TRUTH AND NOTHING BUT THE TRUTH, about the pension scandal and the recoveries made with its accompanying political sabotage, persecution, and greed.

I must end this by asserting that such are the kinds of people that the Nigerian President should actually pardon compassionately in public interest and released from custody then reengaged once again to help in recovering funds for Nigeria to compliment the effort of the Minister of Justice in the recoveries made under his leadership.

My hope for this man now in detention is that he gets justice under a free and fair atmosphere as guaranteed by the constitution of the Federal Republic of Nigeria. As for me, I have seen it all.

May God bless Nigeria.

NBAIS REMAINS INDISPENSABLE; HERE IS WHY

The National Board For Arabic and Islamic Studies (NBAIS), Recognized in the year 2011bu the National Council on Education and assigned a supervisory role over Research and Development (NERDC) in 2013 has come under intense criticisms and different shades of accusations, from the feeble to the unfounded, overtime by various commentators in the country.

However, thoughtful observation prudence point strongly to the complicity of it’s rival body in the whole treacherous saga and/or machinations. Put starkly, the National Examination Council (NECO) seems to be the biggest, if ever there another force throwing it’s weight behind these evil attempts to condemn the innocent board to the dustbin of history.

If anybody were in doubt, NECO has cleared such with an open letter addressed to the Honorable Minister of Education and dated 13th September, 2022 where in it came up with some frivolous arguments.
The letter NECO stated, was sequel to an invitation to present comments on a bill captioned thus;
A BILL FOR AN ACT TO PROVIDE ESTABLISHMENT OF NATIONAL BOARD FOR ARABIC AND ISLAMIC STUDIES TO HAVE RESPONSIBILITY AND ITS DUE ADMINISTRATION, AND FOR RELATED MATTERS (HB. 1728).

NECO thus tried to specify the mandatory functions or powers of the NBAIS and made what it deemed a good case for the dispensability of the board.

It will interest you to have a perusal of it’s three feeble arguments, which are as follows, according to the council;
(i) The eligibility to present certificates at the Higher Education Level should be limited to disciplines strictly related to Arabic and Islamic studies, such that the certificates offered to candidates do not contain conventional subjects as in the case of either NECO, WAEC and NBTEB.
(ii) No mention of the word ‘Examination’ in the name of the board in the proposed Act. This make the name not being explieit but incomplete, and hence sounds very ambiguous if it is an Examination body.
(iii) There is the possibility of not having a national outlook as an Examination body since it may not capture some states or geopolitical zones where Arabic and Islamic studies are not sufficiently studied.

After enumerating it’s stipulated functions, NECO ended the letter with a prayer this; We plead with the Federal government to avoid duplication of functions of the existing examination bodies by clearly demarcating the functions of NECO as presented above, in order to avoid proliferation of examination bodies in Nigeria.

To say the least however, the council has based it’s three lines of arguments Ina very week and wobbly foundation as for the first, by implication from the foregoing, NECO wants to argue that the body in question crosses its stated boundary when its covered subjects include conventional ones outside those under Arabic and lslamic studies.
But this is a gross error miscalculation that shouldn’t have emanated from the protesting body.

For instance, among the stipulated functions of NBAIS are “creating an avenue for collaboration with relevant agencies in the process of designing a suitable integrated curriculum that encorporates both Western and Islamic systems of education” and ” supervision of all Arabic and Islamic schools for purpose of ensuring effective implementation of the integrated curriculum in those schools”.

The point missed by NECO her is that where interdisciplinary integration is concerned, there is every need for NBAIS to entertain both its peculiar and conventional subjects formerly outside its purview for the such integration to take place in other words, if NBAIS is meant to play the role of “integrating Western and Islamic studies” and ‘supervise the effective implementation of such integration`, it must treat both Islamic and conventional subjects.

For the second point, where the absence of the word’examination’ in NBAIS becomes NECO’s strategic weapon, one finds the body’s argument reduced here to dramatic circumstances.
How could NECO forget and ignore similar cases in the names or acronyms of say national Board for teachnical Education (NABTEB) and the Joint Admission and Matriculation Board (JAMB)? why hasn’t such problem stopped these from being incomplete and ambiguous as NECO alleges on NBAIS?

Thirdly, the claims that there is possibility of not having a national outlook because some states where Arabic and lslamic studies not sufficiently conducted may not be covered is as fallacious as the other arguments.
The nationality of its outlook is already established by state powers and official approval, which cover every state, those ready at present and those coming up to join in the beta future.

Finally, NECO’s blunderous conclusion and plea against duplication of functions by existing bodies is off the mark given the stark disparity between the councils assigned roles as outlined in its written letter to the Minister of Education and those of NBAIS.
For example, NECO claims to among other things revise public interest in examinations for admission into federal colleges and allied institutions; collect and disseminate information on matters relating to such admission; conduct and control national common entrance examination; conduct aptitude test for candidates; monitor and keep records of continuous assessment; control conduct of internal and external senior secondary School certificate examination; conduct standard national assessment of education performance and report such standards and related matters to the minister from time to time.
These contrast sharply with the integratory roles of NBAIS; its collaboration with states and relevant agencies on special programmes; mainstreaming of Madarasa and Tsangaya curricular; conduct of of final examination for Arabic and lslamic school and ensuring compliance throughout with the provision of the National policy on Education (NPE).

In fact, if any examination body is to be disearded , given its recurring cases of rampant malpractices every year, it is the National Examination Council, NECO, whose notoriety has since pushed many commentators to demand its total dissolution.

But NBAIS is a clean body as for as its establishment, operational activities and objectives are concerned; therefore, let us not deny the large population its beneficial role and the future generation its huge potential simply out calculated prujudice or hidden rivalry and ideological differences.

2023: WHY SEN. UBA SANI REMAINS MOST CREDIBLE CANDIDATE.

BY COMRADE MUSA MOHAMMED

No other governatorial candidate can match the capacity of the party’s standard bearer, Uba Sani, in the February 25, 2023 election.

He is the best among the governatorial candidates.

Senator Uba is a man that is unparalleled.

All candidates of APC are sellable. There is no governatorial candidate in Kaduna that can match the capacity of Uba Sani, a visionary leader who nurtures good talents and positions them.

The insults hurled at Uba Sani by People’s Democratic Party and other party candidates, won’t derail the party from ensuring a wide margin victory for our candidate.

Uba Sani ranks above Isa Ashiru Kudan, Sule Hunkuyi and others in contributions to kaduna and Nigeria’s democratic growth.

The insults by PDP and other Political parties in Kaduna state is “noisemaking” APC won’t allow to neither derail nor distract its focus.

I appealed to the people of Kaduna to vote for Senator Uba Sani who has rich credentials, rather than playing into the hands of “neophytes.

We have been following his antecedents, especially how he contributed to nation building in national assembly.
We are focused on our major goal, which is winning the governorship.

Uba Sani remains Most Credible Candidate.

We are supporting and mobilising for him because he has the vision and he showed this as a Senator.

Therefore; i endorse the candidacy of Senator Uba Sani, he’s the most credible candidate to lead Kaduna state to a greater height.

Academics Tells FG to Scrap NNPC, Query N788bn Spent on Salaries, Entertainment

… Says Company has become liability

Apparently worried about the annual expenditure of Nigerian National Petroleum Company Limited, group of lecturers under aegis of Academics for Accountable Governance Group (AAGG) declared as unacceptable the situation where whooping amount of N788bn was spent on Salaries; Forex, Entertainment, Other expenses .

It also challenged NNPC Ltd to explain to Nigerians how it made a net profit of N674bn and spent N788.7 billion on salary, entertainment and other costs.

According to the academics, there is no place in the world, where a major oil and gas producing company would have its expenditure greater than income.

“It against this disturbing background that as a group of concerned Nigerians , we decided to join Kaduna State Governor ,Mal.Nasir El-Rufai ;the former Emir of Kano ,Alh. Sanusi Lamido Sanusi and former Vice President Atiku Abubakar to ask the federal government to immediately scrap NNPC and sell it to individuals ,who can manage it effectively .

The group which disclosed this in a press statement jointly signed by the Coordinator; Professor Fahad Muhammad, Secretary, Dr. Ogundipe Ogunbiyi and Publicity Secretary,Professor Chuka Nwaneri, said it is economically illogical to continue to declare a ‘mirage’ of profit when expenditures get higher than incomes .

In the statement, the group which queried why the salary of staff kept rising without any productive activities in the refineries said, ” The situation where salary spent shows that N236bn spent in 2021 is higher than the N212bn spent in 2020 ;and where Pension took N150bn, a decrease from the N182bn spent the previous year is beyond human comprehension .

“Most unfortunate is the huge emolument cost at a time when the company has been commercialized with experts expecting a downsize in staff.

“We read some media reports that N81bn was spent on exchange loss, the cost of converting its oil earnings to local currency which rose by 100 per cent from the N42bn spent in 2020.”

“We consider it worrisome that NNPC wrote off N71bn for asset depreciation, allegedly spent N11bn on entertainment, blew N46bn on legal and professional fees, spent N390m on its directors with the officials spending N10bn on travels and most disturbing, is the N20bn it spent on fines and penalty.

“Overall, the company said it recorded over N6.4trillion income which was higher than the N3.7trn it made earlier. While it spent N5.3trn In 2021 as cost of sales of petroleum products, nnpc spent N3.6trn in 2020.

“From all Indications, It’s obvious that the national oil company is longer viable and should sold and proceeds used to diversify the economy.”

REFUTE: TIMI FRANK CALLS FOR UBA SANI’S ARREST OVER ATTACK ON PDP SUPPORTERS IN KADUNA, AFRIVOLOUS, MISCHIEVOUS, AND FALSE ALLEGATIONS.

Our attention has been drawn to a frivolous, mischievous, false Allegations, Misleading and highly embarrassing Press release making the rounds on social media dated 18th October 2022 and captioned,“ TIMI FRANK CALLS FOR UBA SANI’S ARREST OVER ATTACK ON PDP SUPPORTERS IN KADUNA”.

We members of All Progressives Congress (APC) and Senator Uba Sani Supporters in Kaduna want the public to know that the Peoples Democratic Party (PDP) are engaged in wild propaganda, cooked up tales and deliberate falsehoods to mislead the public.

The allegations contained in a press statement delivered by a former Deputy National Publicity Secretary of All Progressives Congress (APC) Timi Frank who is now a member of PDP, that Senator Uba Sani the Gubernatorial candidate of APC, sent thugs to disrupt PDP’s presidential rally, which are false misleading and highly embarrassing statement.

We the members of ruling party in Kaduna want to alert Nigerians to know the fact that APC and Senator Uba Sani Supporters didn’t attacked the PDP members, but it was a case between the PDP thugs.

“It’s group of thugs, who had positioned themselves at strategic locations at the Ranchers Stadium kaduna, were given a bail of money which triggered the fight”.

“Some of the thugs was sighted running away with the money as others went after them, trouble started, they were eventually caught and mercilessly beaten”.

So, the outbursts by the opposition Peoples Democratic Party (PDP) in Kaduna was a clear indication that it has already conceded defeat ahead of the 2023 general elections.

Therefore; Timi Frank should immediately retract his libelous statement and offer an unreserved apology to APC and Senator Uba Sani.

Signed:

Bello El-Rufai, who’s a biological son to the incumbent governor of Kaduna state, Malam Nasiru El-Rufai who transform the state, as the best person to contest for the Federal house of representative seat to represent his constituent come 2023 general election.

Bello El-Rufai popularity, experience, exposure, acceptability, marketability and his experience in the National Assembly as senior legislatative aide, and his track records  earned him the ticket.

Thankfully, our governor, Bello’s Father, Nasiru El-Rufai, is an exception. He is unlike many of his colleagues, who have enjoyed the perks of the office, but not the work.
